After taking the recommendation of the department according to section 7, after establishing the pharmaceutical industry, before producing the drug, the person producing the drug shall pay the prescribed fee and obtain a product license from the department as prescribed.
(2) The pharmaceutical industry established before the commencement of this Act shall also pay the prescribed fee and obtain a production license in accordance with sub-section (1).
